Pick gear, gems and enchants with your top stats first. Item level still matters most.

Flask Flask of the Magisters Mastery. The best flask for Elemental.
Combat potion Light's Potential Raises your Intellect for 30 seconds. Use it with your big cooldowns.
Health potion Concentrated Silvermoon Health Potion Healing in combat. It doesn't share a cooldown with Healthstones, so you can use both.
Food Silvermoon Parade A group feast. On your own, eat Royal Roast instead.
Augment rune Void-Touched Augment Rune Raises your Intellect. It's expensive and is lost when you die, so save it for progression.
Weapon oil Thalassian Phoenix Oil Skip the oil if you take the Flametongue Weapon talent.

Head
Raises Speed.
Shoulders
Raises Speed, so you move faster.
Chest
Raises your primary stat.
Legs
Raises Intellect and Stamina.
Feet
Raises Speed and Stamina.
Both rings
Your critical strikes deal more damage and healing.
Main hand
Your spells and abilities can grant Hash'ey's Might, a boost to a random secondary stat.

First socket
Raises your primary stat, and your critical strikes hit harder for each different color of Midnight gem you have socketed.
Every other socket
Raises Mastery and Haste.
Use one of each color, leaning on the stats you have least of.
